As temperatures drop, millions of Ukrainians are at heightened risk due to ongoing conflict, damaged infrastructure, and severe resource gaps. Ensuring access to heating, cold and hot water, and essential supplies is a matter of urgency this winter. 

Funded by USAID, this winterization assessment—conducted by IMPACT Initiatives via the REACH Initiative—provides an in-depth analysis of the most vulnerable regions and identifies priority areas for immediate intervention. This information has been shared with the humanitarian response to inform the preparation.  

 

Key Takeaways from pre-winter period:  

  • Kharkivska and Sumska oblasts remain critically vulnerable, with severe disruptions in heating, hot and cold water supply, and essential services due to conflict-related damage. 
  • Odeska and Mykolaivska oblasts face acute shortages in winter clothing, heating fuel, and non-food items. 
  • Many households are reporting missing heating appliances and relying on disrupted energy supplies for survival. 

Using updated data from REACH’s Multi-Sectoral Needs Assessment (MSNA), this analysis pinpoints the regions where humanitarian assistance might be most needed at the time of data collection. It aligns with OCHA’s Winter Response Plan to ensure collaborative and strategic action across sectors. 

Why This Assessment Matters 

The winter of 2024/25 is expected to bring unprecedented challenges, compounding the damage caused by conflict and resource constraints. By focusing on frontline and high-risk areas, this assessment equips humanitarian actors with the information needed to deliver timely, effective assistance where it is most needed. The IMPACT in Ukraine prepares the follow-up assessment to further inform the clusters and humanitarian response on the ongoing winterisation response.
